Decree-Law 38/2017, approved on 31 March, created the Logistics Operator for the Changing of Electricity and Gas Supplier (LOEG) and appointed ADENE (Energy National Agency) for such role.

Under this regime ADENE will act as the entity responsible for ensuring a swift, simple and transparent change between energy suppliers, to the benefit of consumers and in full compliance with contracts and regulations already in place.

The regime also stipulates that the consumer shall bear no charges for any changes of supplier, thus creating a framework for a liberalized energy market in Portugal.
