Decree-law 28/2019, of February 15, governs the issuance and processing of invoices and other tax relevant documents as well as the keeping of company accounts records, promoting the use of software programs and digital filing systems to those ends.

Most relevant changes include the end of the obligation of printing the invoices and the possibility of companies using fully digital filing systems.

This legal regime also provides for the inclusion of a QR code on the invoices aiming to reduce tax fraud and evasion. However this provision shall only take effect on January 1, 2020.
