Entry into Force of the Revision of the Legal Framework for Urban Planning and Construction Postponed

The effective date of the most recent amendments to the Legal Framework for Urban Planning and Construction (“RJUE”), initially scheduled for August 3, 2026, has been extended to October 1, 2026.
The revision of the RJUE aims to make procedures more flexible, streamline deadlines, clarify concepts, ensure the existence of legally secure titles, and regulate the preliminary review, rectification, and preliminary hearing phases for interested parties.
The implementation of the new rules, however, depends on the approval, by ministerial order, of standardized application and notification forms, as well as the definition of the respective procedural requirements. It also requires the prior adaptation and configuration of the IT platforms used by municipalities.
In this context, to ensure that municipalities have the necessary time to make these adaptations and that the reform produces the intended effects in urban planning practice, the effective date of Decree-Law No. 108/2026, of May 29, has been postponed to October 1, 2026.
